Usually, the smaller images are a small set of pictures that are randomly repeated throughout the larger image, with a color cast added to each picture to match the color information of the part of the large image. When viewed from far, you're seeing the general color cast of the smaller image but can't make out the details, so it merges to form a large image. This needs to be done by a computer so it can randomly arrange the photos and color them appropriately.
